For further reading, I’d like to highlight two new publications from the GTO ecosystem. We recently released a case study on the Supply Chain Due Diligence Act (LkSG) and its relevance for Taiwan — a helpful overview of potential risks when manufacturing or providing services locally. In addition, our colleagues at Germany Trade & Invest (GTAI) have published an analysis on rising demand for semiconductor equipment driven by Taiwan’s AI boom, outlining the emerging opportunities for German companies.

In other news, the Taiwan Marine Tech & Unmanned Vehicle Expo (MATURE) 2026 has launched an Overseas Buyer Subsidy Program to encourage international participation. I would also like to draw your attention to two exciting network events: on March 9, Taiwanese legal firm Lee and Li, together with German law firm GÖRG, will host a workshop in Taipei on key legal considerations for Taiwanese companies entering Europe. And looking ahead to 2027, the Junge Deutsche Philharmonie is partnering with Taiwan’s National Youth Symphony Orchestra for a groundbreaking concert tour. They are currently seeking partners and sponsors — read on to learn how you can get involved.

Finally, in the latest news from Taiwanese business and industry, Taiwan’s startup ecosystem ranked second globally, unemployment reached a 26‑year low, and TSMC secured major international subsidies to expand its global fabs. Read the Latest GTO Case Study on the Supply Chain Due Diligence Act (LkSG)

The Supply Chain Due Diligence Act or Lieferkettensorgfaltspflichtengesetz (LkSG) obligates German companies to actively and comprehensively monitor their supply chain for compliance with key human rights and environmental due diligence obligations.The newest GTO Case Study from December 2025 offers a comprehensive overview of potential risks that may arise when manufacturing products or providing services in Taiwan in connection with the LkSG. It uses official statistics, current media articles and interviews as a basis.
 
Relevant findigs include cases of forced labor of adults and minors in deep-sea fishing, small and medium-sized electronics factories, and the private care sector. Those affected are primarily individuals who have been trafficked to Taiwan for the purpose of forced labor and/or are residing illegally in Taiwan or are not officially registered. In addition, there are issues such as inadequate working conditions, discrimination against minorities, improper handling of hazardous materials, and other forms of environmental pollution.

We are pleased to invite you to save the date for the 23rd German‑Taiwanese Joint Business Council (JBC) Meeting, taking place on April 23, 2026, at the German Chamber of Commerce and Industry (DIHK) in Berlin.

As the highest‑level bilateral economic exchange platform between Germany and Taiwan, the JBC serves as a cornerstone for advancing economic cooperation, strengthening strategic partnerships, and expanding investment opportunities between both sides.

This year’s meeting is jointly organized by the International Trade Administration (ITA), the Chinese International Economic Cooperation Association (CIECA), the Asia‑Pacific Association of Taiwan (APA), and the German Trade Office Taipei (AHK Taiwan). Companies are welcome to register to participate in the JBC.

Chip Boom Drives Taiwan's Demand for Semiconductor Equipment

The rising production of semiconductors in Taiwan is fueling the demand for related technical equipment. In 2025, equipment orders doubled year-on-year, and the industry association SEMI forecasts that demand will remain high over the next two years. In 2025 alone, Taiwan absorbed $28 billion worth of semiconductor manufacturing, packaging, and testing equipment. As Taiwan expands its position as the leading manufacturer of high-performance chips globally, it will remain a significant buyer of high-end equipment as well as advanced packaging and testing machinery.

While TSMC, Taiwan’s largest contract semiconductor manufacturer, is in the spotlight, other companies in Taiwan's semiconductor ecosystem are also expanding production. This bodes well for suppliers of semiconductor equipment and necessary components. German companies are among the key suppliers of semiconductor equipment in the areas of lithography, metrology, bonding, and testing. In 2025, Taiwan imported $1.6 billion worth of semiconductor production, control, and testing equipment from Germany.

One prominent example is SUSS MicroTec, a German company whose production in Taiwan has grown to about 40 percent of the company’s total output in recent years, according to Andy Kao, General Manager Operations at SUSS MicroTec (Taiwan). This growth has been driven by demand for AI technology. Other German semiconductor equipment suppliers, such as Aixtron, Trumpf, and Zeiss, are expanding their presence in Taiwan by establishing local service and innovation centers. These centers aim to meet the high demand for on-site support, advanced technology solutions, and continuous process optimization.

2026 Silicon Saxony Day Business Delegation – Connecting Taiwan with Europe’s Semiconductor Hub

The 2026 Silicon Saxony Day Business Delegation offers Taiwanese companies direct access to Europe’s leading semiconductor, high-tech ecosystem, and power infrastructure in Saxony, Germany.

Held alongside the 20th anniversary of Silicon Saxony Day, the delegation connects participants with key industry leaders, government representatives, and technology partners. In 2026, Taiwan will serve as the Partner Region, highlighting strengthened Taiwan–Germany cooperation.

The program features two focused tracks (participants may choose one):

  1. Power Infrastructure Track – energy supply, grid systems, and resilient power solutions

ILA Berlin 2026 – The Global Platform for Aerospace Innovation

ILA Berlin 2026, one of the world’s most influential aerospace exhibitions, will once again bring together exhibitors and buyers from across the globe. igus Launches ReBeLMove Pro, a Modular Robot Platform

The ReBeLMove Pro, introduced by igus, is a modular autonomous mobile robot (AMR) designed to meet rising cost and efficiency demands in modern production environments. Starting at just EUR 39,800—around 25% cheaper than comparable systems—the platform can be easily configured for various logistics, assembly, and handling tasks without prior automation experience. Its modular design allows users to adapt the AMR for applications ranging from small load transport to more advanced robotic operations.

Built as a compact, four‑wheeled transport robot, the ReBeLMove Pro can navigate autonomously at speeds up to 2 m/s, carry loads of up to 250 kg, and tow up to 900 kg. With an eight‑hour battery life, it supports a wide range of add‑ons such as conveyor belts, cobot arms, trailers, and shelving systems for order picking. igus already uses the robot internally for automated material transport, demonstrating its capability to streamline routine intralogistics tasks and reduce manual intervention.

A key advantage of the system is its simple and cost‑effective commissioning. The robot can map a 200 m² area in under three minutes using LIDAR, 3D sensors, and a Realsense camera, enabling autonomous navigation without floor markers. Programming takes just minutes and requires no coding expertise, while open interfaces allow seamless integration into existing IT environments, including IoT and ERP systems. Thanks to its low price and ease of deployment, igus estimates an average return on investment within twelve months, with no compromise on performance compared to higher‑priced market alternatives.

Workshop Invitation: Taiwan Investing in Germany and in the EU

At a time of geopolitical tensions, the cooperation between Taiwan and the European Union, and in particular Germany, will become ever more important. As Taiwanese corporations seek to diversify and scale internationally, the EU provides solid ground for setting up distribution systems for their products, relocating their manufacturing and potentially growing in Europe also through M&A transactions. 

Lee and Li, Attorneys-at-Law (理律法律事務所) will be hosting a workshop together with the renowned German law firm GÖRG. Florian Wolff is a corporate partner in the Frankfurt office of GÖRG, where he leads cross-border matters as head of the East Asia Desk. Drawing on his wealth of experience advising Taiwanese corporates and companies form other East Asian countries, Florian will share insights and potential pitfalls for Taiwanese corporates on their way to Europe. This workshop is designed for in-house counsels, strategy, investment and business development teams considering EU or German market entry or expansion. The workshop will be in English with Mandarin translations.

In March 2027, the Junge Deutsche Philharmonie will embark on an exciting concert tour to Taiwan at the invitation of its esteemed partner orchestra, the National Youth Symphony Orchestra of Taiwan. Over the course of this special visit, three major concerts will bring together musical excellence, international exchange and the vibrant energy of a new generation of artists. The program features a piano concerto and the orchestral version of Johannes Brahms’ Piano Quartet in G minor—an evening that unfolds with the brilliance, vigor, and emotional depth of 19th- and 20th-century European music.

Take Part in the INNOspace Masters Innovation Competition

INNOspace Masters is an international innovation competition organised by the German Space Agency in cooperation with ESA, the ESA Business Incubation Centres in Germany, as well as Airbus,

Deutschenliste für Krisenvorsorge

Alle deutschen Staatsangehörigen, die, auch nur vorübergehend, im Amtsbezirk des Deutschen Instituts Taipei leben, können in eine Krisenvorsorgeliste aufgenommen werden, die zentral im Auswärtigen Amt Berlin geführt wird. Es handelt sich hierbei um eine freiwillige Maßnahme. Das Deutsche Institut rät, von dieser Möglichkeit Gebrauch zu machen, damit es, falls erforderlich, in Krisen- und sonstigen Ausnahmesituationen mit Deutschen schnell in Verbindung treten kann.

Taiwan Ranks No. 2 in Global Startup Business Environment: GEM

Taiwan has climbed to second place globally in the 2025–2026 Global Entrepreneurship Monitor’s Entrepreneurship Index, raising its score to 6.5 and trailing only the UAE. The report credits Taiwan’s strong infrastructure, policy support, and pro‑entrepreneurship culture. It also highlights Taiwan as one of four economies rated “Excellent” in both sustainability‑focused business development and AI readiness.

Taiwan’s startup ecosystem is described as mature and resilient, with most founders aged 35–64 and bringing solid industry experience. Government efforts to improve funding access, regulations, and global cooperation further strengthen the sector, helping Taiwan navigate supply chain shifts and geopolitical uncertainty.

Unemployment Drops to 26-Year Low

Taiwan’s unemployment rate fell again in January to 3.29 percent, the lowest in 26 years, supported by solid economic growth, rising wages and a strong stock market. Fewer people left jobs due to dissatisfaction as companies raised pay and bonuses, helping keep labor demand stable. Layoffs linked to business downsizing rose slightly, but overall conditions remained firm as exports improved.

New “resident population” data, which includes migrant and foreign workers, showed an even lower unemployment rate of 3.25 percent. Youth unemployment stayed high at 11.44 percent, while university graduates had the highest jobless rate among education groups. Average unemployment lengthened slightly to 21.2 weeks, and officials expect some upward pressure in the coming months as workers change jobs after year‑end bonuses.

TSMC Receives NT$151 Billion in Subsidies from Four Countries Including Germany

TSMC received NT$151.42 billion in government subsidies from the U.S., Japan, Germany, and China over 2024–2025 as it expanded its global manufacturing footprint. The funding supported new fabs in Arizona, Kumamoto, Dresden, and added capacity in Nanjing, covering costs for land, construction, equipment, and early production. TSMC’s Arizona fab began mass production in late 2024, with several additional fabs, packaging plants and an R&D center planned in the U.S.

Japan is building a second TSMC plant, Germany has begun construction of its first fab, and Nanjing continues to expand capacity. Financial performance varied across sites: the Arizona factory turned a NT$16.14 billion profit in 2025, while the Kumamoto and Dresden projects posted losses as they ramped up operations.

Taiwan's Formosa Plastics Strengthens Transformation Efforts to Return to Profitability

Formosa Plastics Group plans major business transformation after recording a NT$1.09 billion loss amid a weak petrochemical market and rising competition from China. The company is shifting toward electronics, green materials, and smart medical devices. Subsidiary Nanya Technology is expanding electronic materials and invested in AventaCell BioMedical to grow in medical sectors. Other units are developing low‑carbon materials, specialty chemicals, and new polymers to rebuild profitability across electronics, automotive, and EV‑related markets.
